The European Union (EU) has proposed the creation of a security hub aimed at bolstering security in the Black Sea region by enhancing information gathering and monitoring capabilities. The initiative is designed to address growing concerns among European officials about the continued threat posed by Russia and the increasing vulnerability of undersea infrastructure.
The proposed hub would be established rapidly, “with a sense of priority due to the Russian war of aggression,” according to an EU document outlining the plan. The hub would leverage contributions from both Black Sea nations and EU member states to improve maritime situational awareness and information sharing in the Black Sea.
Specifically, the hub would focus on “real-time monitoring from space to seabed” and provide “early warning” capabilities, the document stated. This comprehensive monitoring approach would encompass a range of critical infrastructure, including submarine cables, offshore installations, and gas and wind energy operations.
To achieve its objectives, the hub would employ a variety of advanced technologies, including underwater sensors, remotely piloted vessels, and surveillance drones. These technologies would enable the hub to detect and respond to potential threats more effectively.
EU foreign policy chief Kaja Kallas emphasized that the hub could also play a crucial role in monitoring the maritime aspects of any future peace agreement between Russia and Ukraine. This suggests that the EU envisions the hub as a long-term security asset for the region.
